Hi, i applied twice for a visitor visa to USA, but bought reffused mit reason that i have no strong tie to my country of residence. Now a US citizen friend of mine wants to invite and sponsor me. Do you think that would make any change on to the decission ? Did any body got allready get visa that way?

No, it won't. The US citizen cannot force you to board the return flight if you don't want to leave the US after visiting.
While the letter from him will help establish that you know someone in the US, he is still not family.
You will need to overcome the "Non - Immigrant" criteria on your own merits.
