applying visitor visa from dubai

hello there
i would like to get visitor visa for my mother inlaw
she is in dubai for last 3 years with her 5yr old son,her husband is been living in dubai for 24 years
which is the best option for me to invite her for my house warming in usa


1) apply for her only that she has a kid and husband back home in dubai whis is a good tie in apllying country
2) apply for whole family and my father in law has a buisiness for last 24 yrs
3)let them go back to india and apply in chennai
please advice !!!!!!!!!
