VISA Fees with Passport ineligible for visa processing

Hi,

I started application for my Dad's visitor visa to US back in February, 2020 but due to COVID-19 and all embassy closed, I could not book an interview appointment for him, even though I paid the visa fees. My Dad's passport is expiring on June, 2021 and the earliest interview date I am getting is not until February, 2021. With this it seems he will not be issued visa because his passport is expiring within next 6 months.
He can reapply for his passport but what will happen to the fees we already paid ?
Can we still re-use it with new passport ?
I am assuming I will have to fill another DS-160 if he has a new passport.

You can re-use the fee already paid for the visa, but I guess that receipt also has a validity for an year.

Yes, if he renews his passport, he will need to file a new DS160 & use the new one at the time of interview.
