Change of sponsor documents after refusal of visa

My sister and I live in US. My sister's husband sent the papers to my parents last year twice and it was refused. My parents attended for vistors visa at chennai consulate last year in the month of April and July and the consulate refused it both times under section 214(b). My sister has a greencard and is not working. I am on H1- working and recently got my EAD.

I want to send papers to my parents this year. I have few questions.

Do I need to include any supporting documents from my sister along with my documents?
Does my sisters husband need to send papers this time since they had sent it last time?

Did the Consular Officer look at the documents pertaining

to your brother-in-law or was it rejected solely based on your parents' application - DS-156. The reason I'm asking is because the reason for the denial may not be the documents sent from here. It could be just your situation as stated in the application - that both you and your sister are here in the US.

As far as sending your sister's documents, I believe you should be sending them some proof of her legal status here. In this case, it would be a copy of her green card and passport.

My sister did send copies of her passport and their greencard. In the first interview all they saw was my parents DS-156, my brother-in-laws paystubs and property documents of my parents. They did ask about the property details.

In the second interview, they did not see anything did not ask questions. Asked whether the other daughter(ie., me) has a green card or on H1. They told them she is on H1.
