From B2 to F1. Is it fine to enroll children in school before status change? Plz help

I am a mother with children already in Texas on B2 visa. I plan to apply for extension and student visa. However, I am getting contradictory views on whether to enroll children in a public school before status change. Did someone experience anything similar or obtain clarification from a lawyer regarding any negative effect of enrolling children on status change application?

Are there any state specific immigration rules or state doesn't make a difference?

Also plz if anyone can guide regarding steps involved and whether it's necessary to hire a lawyer to file extension and status change application? Any alternate/cheaper option?
