Can one ask for Translator on the spot??

What does it mean by " Visa got rejected under 214(B) " .. My mom is going for visa interview on 22nd july for tourist visa in Delhi. She has all her Docu. prepared as per immihelp (I knw its all ur best of suggestions) but I'am afraid if she will get her visa issued or not. Also My mom understands English & can answer in it too but can she ask for translator even after she filled for English Language just to be more confident?? I have crossed my fingers..God help me plzzz
