any time frame limit for travelling to usa after visa stamping

My father received his 10 year visitor visa in July 2002. He was suppose to travel to USA immediately, but could not do so due to family problems. Now he is planning to visit USA.
My question is whether his visa is still valid? Is there any requirement that after visa stamping, the person should travel within certain time frame?Since after stamping, he never travelled to USA(more than 2 years).
Does it create any problem? If anyone familiar with the situation? Let me know

There is no such requirement and there is no problem.

He can travel anytime during those 10 years.
