Haitians living in Dominican republic

Greetings folks. I met my current girlfriend in the Dominican republic. She's from Haiti and is in dr. I'd like to bring her to the United States. The problems were having is she isn't a Dominican citizen so she would have to go to Haiti to get a visa. She doesn't want to go to Haiti because of the violence (she has lost family members in robberies) also the embassy might be closed for business due to coronavirus and the violence in the streets. Any advice would be greatly appreciated.

so even if she applied for a tourist visa from the DR, what real (truthful, not made up) reasons could she give as to why she would return? NO job, no home, and a US BF....all reasons to stay in the US
