Delivering baby in USA?

Hello, My wife has a visitor visa. I'm Visa exempted.

We want to deliver our baby in the US. We have the funds to cover the cost. My understanding is it not illegal to deliver the baby, nor do we plan to do any thing illegal.

Can we do it under the visitor visa or is there another type of visa we can apply for?

If we go tell them the truth and provide proof of funds will they let us in?

Since January 2020 (see this Department of State rule), coming to the US for the primary purpose of giving birth so the child will have US citizenship is no longer a valid purpose for getting a B2 visa. I would think that this probably also applies to the ability to enter on an existing B2 visa or VWP.
