Renewal visa : Different country application

Hi everyone- I am applying for father’s renewal visa and have some question if anyone can advise:

My father who is an Indian citizen lived in Tanzania , and got his B1/B2 visa in 2010.

He moved to India in 2018 and his visas are now expired.

We are planing to apply for his renewal visa and wanted to see if he can qualify for Dropbox.

can someone advise if they have/had similar experiences.

Could you please tell, where your father got B visa previously? Is it from India or Tanzania? for your comfortable, I am providing more information on Interview waiver eligibility. Please verify below and make sure whether it is applicable.
Eligibility criteria:

• I have a previous U.S. visa in the same class as the visa for which I wish to apply.
• I received my visa after January 1, 2008.
• My prior visa is not annotated “Clearance Received” or “Department Authorization”.
• My most recent visa, in the same class for which I am applying, was issued on or after my 14th birthday.
• My most recent visa, in the same class for which I am applying, was not lost/stolen or cancelled.
• I have no refusals for a visa in any class after my most recent visa issuance.
• If I am applying for any other class of visa, my prior visa in the same class is still valid or expired within the last 48 months.

Eligibility criteria for applicants over 80 years of age:

• I am applying on or after 80th birthday.
• My most recent visa application was not refused.
