Can I invite my sister-in-law on Vistor Visa to US?

Hi,

I'm on L1 Blanket and my spouse on L2. My wife doesn't work.
We are planning to invite her sister and nephew for 2 months here in US on Visitor Visa.
But they are not financially independant. So can we sponser for her even though they are not a dependant on me?

If yes, what extra steps I need to take care other than normal procedures?
Please help me with some suggestions.
