Travel Expense Question

I hope you can answer my question.

Do non US citizens have to have a certain amount of disposable income in their possession at the time of travel to the United States?

Specifically Russian citizens travelling to the US on a 6 month tourist visa.

They need to be able to take care of their expenses in the U.S. If they don't have, someone else must have that much money to take care of the visitors.
