Question on B2 visa for my sister

Hi

I am applying for my sisters Tourist visa in india.
Our permanent address in india is of new delhi which is there in her
passport. Right now she is working in Mumbai.
While filling her D160 form which address should I put in, the permanent
address as in passport or the temporary address of Mumbai, india.

One thing to note is as I am applying my mother's visa also so I am
applying for visa in New delhi Consulate , not in Mumbai consulate

Please help me in that
