Can spouse come on B2 and convert to h4

My cousin plans to get married to a person who is on H1. She has a valid B2 visa with which she has travelled to US, from India, before. She is working in India currently. After marriage, can she travel with her spouse to US on her B2 visa. Since the immigration offices in india are closed, we dont think she will get her H4 approved immediately, after marriage. Can she apply for H4 , after coming to US . She can then get back to india to get her visa stamped.

Yes.. She can travel on B Visa.. But, she has to say truth at the time of port of entry to Officer.. And she can do change of status after she reaches USA. But she will need to wait for 90 days to do the change of status..
