Re-applying for visitor visa

Hello Friends,

My in laws visa was rejected in the last month under 214B. Now are all set to re-apply. So my questions are:

1. Do we have to give any special document showing strong ties in India?
2. How do they exactly determine the ties?
3. My sister in law is mentally challenged and totally dependent on my in laws. Could this be a cause their visa was rejected first time?
4. What is the additional care should be taken while answering questions when reapplying?
