can parents of US citizen travel now?(as of 6/22/21)

Hello,

I see there is a ban from India to US and there are several exceptions as well. Per Presidential proclamation this-

• parents or legal guardians of a U.S. citizen or lawful permanent resident unmarried minor child;
  So does that mean parents of US citizens can travel to US from India? Or this statement is regarding minor child. Little bit confused on this part. Btw my parents have visitors visa and I am an US citizen. Thank you!

Only if the US citizen is a minor, then the non citizen parents may accompany
