Can B1/B2 visa holder travel to USA now (with COVID Restrictions)? Please advise !

Hi, My Brother in-law is working and living in Oman (Muscat) and he has valid B1/B2 visa on his Indian Passport. He also got 2 doses of vaccination and can get the PCR 72 hrs before the travel. Can he travel to USA now? Is he allowed to enter in the country? Please advise and this would be a great help.

Having COVID vaccination is a bonus.
