Family B2 Visa question

My brother is planning to visit USA along with his family (wife and 2 kids). If he applies for B2 Visa and schedule the appointment as "family travelling together" and assuming visa is granted, if later he decides not to bring his family, can he visit USA by himself? Is there anything that says the Visa is family B2 Visa and they all must travel together?
