Parents visit visa question

My brother sponsored my parents visitor visa. They got 10yr, multiple entry. They visited my brother last year. Now, they're planning to come back but my brother is in India (due to visa problems - RFE). Questions are -

1. Can they come with my brother (sponsor) in India?
2. Should i need to issue the visitor visa documents (i-134, employment verification etc.,)

Please advice!

2. Not needed. Just give them a letter of invitation.
