    My father (non US citizen or resident) has visited the US in 1988 and stayed there for the purpose of relatives visit for about 3 months, he received a social security number (written on card along with his name) issued by the Department of Health and Human Services, I've tried to create a MySSN account for my father on SSA website (https://www.ssa.gov) but I got stuck at the step which says: "please provide the activation code which we gave you", I've searched about this code on the internet, it turned out to be a unique code that is sent to the mailing address which's registered in my father's record in SSA database. He now lives outside the US, willing to return back (using a visitor visa) and wants to verify their SSN and create MySSN account.
    I've emailed SSA asking about just that, they replied with the following:

    "We will not be able to verify some people through our verification process when they try to establish a “my Social Security” account. To get a personalized online Social Security Statement, people age 18 and older must provide information about themselves that matches information that we already have on file. In addition, we use Equifax, an external authentication service provider, for additional verification. People must provide their identifying information and answer security questions in order to pass this verification. The identity check is an important part of this new strict verification process. You will be unable to create an online account if you do not have a U.S. address (APO, FPO and DPO are acceptable U.S. addresses). "

    Can anybody advice me what's the easiest way to verify my father's SSN and create MySSN account ?

      because i want to check if he's eligible to work in the US or not, and if yes, will let his new employer to apply for a green card on behalf of him.

        he is not eligible to work in the US without a proper work visa or green card....a SSN does not grant worth authorization. SSn does not send out #'s randomly, so where was he working before?

          Whether he is authorized to work depends on his immigration status and what immigration processes he may have pending. It does not depends on anything in the SSA's systems, and the SSA does not know whether he is authorized to work. So creating this account makes no sense.

          Someone on visitor status is not authorized to work. If his employer will petition him for some kind of work visa, then once he enters the US on that visa he will be authorized to work for that employer. Or if he applies for certain kinds of immigration processes while in the US, e.g. pending asylum, or pending Adjustment of Status to get a green card based on petition from US citizen spouse or child, he may able able to apply for an EAD, which, once he gets it, authorizes him to work.

          If an employer wants to apply for employment-based green card for him, he doesn't need to be in the US or working for them in order for them to do that. If they require him to be working for them in the US before applying for a green card for him, then they should petition him for some kind of work visa in order for him to be able to do that.
