Traveling to US for visitor under the age of 7 years in Nov 2021.

Hey all, Had a question: Based on this articles USA is planning to relax travel restrictions for vaccinated foreigh air travelers in November. My nephew is 7 years old and children's vaccine is probably still under trial. Will he be able to visit USA from India with his parents(both fully vaccinated) by end of this year? Will he require a special approval to visit USA?

Answer: It depend upon their current visa status. Please share, what is their current visa, in order to travel to the USA.
Will he require a special approval to visit USA?
Answer: If they are citizens or GC holders, there is nothing required specifically other than vaccination record and negative COVID record. If they are on Non-immigrant status then you will have some formalities.

Current visa status of my nephew and his parents is B-2(Non-immigrant visitor visa for tourism). My understanding is kids(under the age of 12) might not get vaccinated by November as the vaccine is not yet available. Since my nephew will not be vaccinated by November, not sure if he will be allowed to visit USA or not?
