Visitor Visa (B-1 visa holder) marrying US citizen

Hello all,

Can a B-1 /B-2 visa holder marry a US citizen and return to India in 2 weeks?

Will this create any issue when the US citizen spouse files for their green card?

What should we have in place before the B-1/B-2 visa holder fiance visits the citizen (and intend to marry during the visit)?
