For those who are trying to apply for visitor visa for parents / relatives, here is the process.
DOS visa granting system is designed for revenue generation.
Any visa applied goes through a randomization system that decides after how many times of rejection, the visa can be granted. For ex: 50% of visa applications are granted after 2 rejections, 20% granted after 3 rejections, 20% granted after 1 rejection and remaining granted without any rejections. The idea of the system is to generate revenues that can pay consulate employees who are abroad.
VO does not have any power to decide if the visa to be granted. It is that system that decides when the visa to be granted.
Final note, if you are not a GC holder, do not even think about requesting your local senator or congressman to send courtsey letter to consulate. Consulate will consider those letters only if you are a GC holder so that senator or congressman is obligated to you as a voter for sending enquiries to consulate office.
