Visitor visa for part of family

I am trying to apply visitor visa for my brother's family. My sister in law already has a B1/B2 visa which is valid for few more years. She got it through her employer. They have a 7 year and 2 year old kids. Can we just apply visitor visa just for my brother and his kids? Or do we need to apply for my sister in law as well https://showbox.bio/ https://tutuapp.uno/?

Also do they need to take kids to the interview? I would really appreciate if you can provide your opinions on this.

The person wanting to travel (in this case their parents) needs to apply for the visa. The parent(s) need to contact an US embassy or consulate in their country.
