Travel from Dubai to JFK

My mother is in Dubai currently and holds an Indian passport and has valid US B2 visa. I am an US citizen and want to bring my mother here. Can someone please help me if that is going to be an issue. Is there a travel restriction still in place in New York? Would really appreciate if someone can help me with this. Also who should I call to get more clarity https://snaptube.cam/.
