Ukranian wants to use a still-valid tourist visa again

A Ukrainian friend has a tourist visa from a visit to the US taken before the war. The visa hasn't expired yet. She'd like to travel to the US and then apply to stay from there. Will she be allowed to travel to the US now given the circumstances? I'm guessing Immigration will be reluctant to let Ukrainians travel into the country on tourist visas on the assumption they won't be able to repatriate them.

If she phrases it that way, she will be denied entry. B2 visas are not for immigrant intent. If she lies about it, she can be deported.

It's got nothing to do with the ability to "repatriate" people. It's about the fact that they will not leave voluntarily after their supposedly temporary visit.
