Vistors Visa to USA for brother

I am a US citizen and I am planning to bring my brother (In India) who recently retired to visit me in USA for a few months.

He will coming here purely for sight seeing and spend time with family.

The question is should I sponsor and apply for his visa or is it better from him to directly apply the visa.

How does it take now to get a vistor / tourist visa to USA.
