Applying after exp. 1 yr visa

1. My parents are applying after the expiration of their 1-yr visitor's visa. They were in US for 5 weeks in 2004. Do I need to send all the documents again and does it mean we have to go through the entire process again.
2. Is it as difficult to get the second visa as the first one?
3. Is it true that the drop-box facility does not exist any more?

1. Yes, everything all over again.
2. Procedure is just like first time. Read https://www.immihelp.com/usa-visas/visitor
It may be easier second time.
3. Yes, it does not exist anymore since July 2004.
