Do we need visa for 2 year old if his mom already has it

My sister in law would like to visit us to US. She is a indian national currently
living in Dubai. She has 10 year multiple entry visa, and have visited US couple of times. We would like to invite her to US. We have a 2 year old neice, who does not have US visa.
My question is if the child would require visa to travel to US, if so, what would be the process of getting that visa. can they apply the visa in Dubai itself of they would have to the process from india. Would my sister in law need some kind of documents to show at Port of Entry.

If she is living in Dubai on work visa, can apply from Dubai. Else from Mumbai.
