My mom's visa is 3 times rejected! Any advice?

Hi,

I need some advice on applying visa for my mum for the 4th time.

My mum is a widow and her visa got rejected 3 times. I have applied on 2005, 2006, 2007. All the three times, the immigration officer said, she doesn't have enough wealth, though she was having good amount of money in her bank account and couple of properties on her name.

I am planning to apply again on this year and I would like to get some advice about the documents to fulfill the requirements to get the visa.
