Residing in the US cuestion

My friend from Italy is 65 years old and hes wife is 60. they are both retired and a confortable financial situation.
They have a home business in Tuscany during the summer and want to live the rest of the year in Florida. how they can do to get a residence permit in the US in order to live 6 month in Italy and 6 month in Florida?.
Is they buy an apartment can they get a permanent visa?, can they just get a tourist visa and live 6 month with not problem?

They can not do something simple as buying an apartment to live in the U.S.

It would be very difficult to live here for a long time on tourist visa.
