NOC Required for Visitor Visa

Hi,

I am planning to invite my parents. My father is currently in Government Service and retiring on November-30-2010.

It will be difficult for him to get the NOC due to the short period of his remaining service. Since i am expecting, we are planning to process visas for them as soon as possible.

Can they go for stamping in October/November without the NOC for my Father and can he explain to visa officer that he wants to visit his daughter and have a relaxing vacation right after retirement.

Please help us out if doing above things would impact their probability of getting visa.
