Timing question

My father filed a relative petititon for my sister to come to the US (I130). At this point we paid a $70 processing fee and now just got a notice form the NVC to pay another $400. I have 2 questions:

1. How long after this fee (typically) does my sister get entrance (or refusal) to the US?

2. are there any other fees in this process? i can't seem to find any information it.
