Schedules for interview for B1/B2 in my country are currently taking more than a year. In a neighbor country it's around 60 days. Is it a good idea to apply for it there even if I don't have ties there and trying to explain the situation?

For B1/B2 you need to prove ties to your home country (not from where you applying for). The problem with applying from third country is that the VO there might not be able to run a background check for you, neither he/she may be able to verify the authenticity of your documentations (in your local language, document types etc.)- I am not an Attorney, hence not giving any legal advice. Just sharing MY opinion with an intent to help others.
