My sister is relocating from UK to Spain. According to her, she needs my parents passport numbers for her visa application. She won’t tell us what kind of visa she is applying for and she had done some shady things before.

This doesn’t sound legit at all. I can’t think of any visa where you would need that level of information of someone who wasn’t actually a part of the process.
