Does anyone know if they still give out visitor visas from Russia?

also, they usually give you an answer right after the interview right? Will it help my case that I also have a PR application (sponsored) to Canada at the same time? Also strong home ties that I will return after visitor visa.

Yes, you'll come to know about the result towards the end of interview itself.

It depends on the VO, having PR for a third country can also be seen as no intention to live in your home country. Pretty much they would like to confirm that you move out of USA after the visit, doesn't matter much where you go (Russia or Canada).
