Submitting DS-160 Form on behalf of Parents/In-Laws

Hello,
My parents/in-laws do not know anything about computers and access to the same is very very limited. I want to invite them for visintg USA. So, in this regard I want to find out if I can FILL all the details & ALSO SUBMIT the DS-160 form.
I have read at few places in IMMIHELP both that we can and we cannot. Can anyone please clarify this? Would be great if I can get a solid confirmation.

Thank you Admin. I should have replied to your confirmation long time back. I actually created, filled and also submitted the application on their behalf. No questions asked by anyone. They took the papers and got the VISA too with no issues.
