Green card for my mother in law

My husband is a green card holder. His mother is staying in India. We wanted to apply GC for his mom. What is the process?

Only a US citizen can sponsor GC to their parents. A GC holder cannot sponsor GC to their parents.

Wife is asking for her mother-in-law, who is mother of GC holder husband.

In other words, if one of the spouse is USC/GC holder, he/she can sponsor GC as immediate relative to the other & in turn the other spouse (once a citizen) can sponsor their own parents for GC.
