Visitor Visa rejection 1st time !

My parents who are 60 yrs old, got rejected on their application for a US visitor visa. the reason given by the consolate was that they have no strong ties back in India as all children in US and hence are potential immigrants !
Wat is the best way to approach the consolate for the 2nd trial and after how many months should they apply again?
Please advise with all possible suggestions. Thank u all !
