Visitor Visa- Non-Indian Passport

Hi,

I am currently living in the US and have an H1B visa.I want to call my parents to visit us.My mother does not have an Indian passport.She stays in India on a residential permit issued by her native country(for the past 30 years)

Can she apply for US visa from Mumbai?

Any inputs will be greatly appreciated.

Yes, if she is staying Mumbai region. (Gujarat, Maharashtra, Madhya Pradesh, Chattisgargh, Goa.)
