What does this message from VFS mean?

Hello! I have applied for the fiancé visa for Norway. I am a US citizen and my fiancé is a Norwegian citizen. I handed in the application on 1/23 and got an email today stating “Your processed application has been couriered to you from the Norwegian Visa Application Centre.” and when I track my application on VFS it says “Your processed passport has been handed over to courier”.

Does this mean a decision has been made? I thought I was supposed to receive an email with my decision and I haven’t.
