Is there a provison to take assistent to B2 visa interview for an handicaped (mentally challenged) person who can not speak? if so

I am gussing B2 visa can be granted to mentally challenged person give there is enough support from famliy is proved? is there any specific criterial of level of disability (%) can be granted vs reject! USA does not discriminate based on disability. As long as the applicant proves rest all requirement for B2 visa (ties to home country, proof to return back etc.) visa will be granted.
