Visa renewal application - double application

Hi, my wife needs to renew her visa. We applied for her renewal while she was studying in Canada, but we couldn't send the documents on time and she is now living in Colombia. We already have submitted a DS-160 and paid for the renewal in the Toronto embassy. However, she won't coming back for now. Is there a problem if I submit a new application (DS-160) from US embassy in Colombia?
