Marry in U.S. while on Visitor Visa

I am an American citizen, engaged to a Chinese citizen, and we live in Japan. We are planning to travel to America this Christmas, and would like to marry in America. However, we will then move back to Japan to live and work. What kind of VISA does my fiance, the Chinese Citizen, need? Can he legally marry me in America, if he only has a tourist visa?

He may have difficulty entering the U.S. if he tells them his plans to marry a USC during the visit. They may interpret his intentions as an immigrant without a visa. I hope he is EXTREMELY fluent in English.
