Can I interview for B2 visa from third-country?

Hi, I'm currently a student in the Netherlands (non-EU passport). Can I interview for B2 visa from Belgium? I'm planning to attend a conference and need the visa urgently; Belgium has the shortest wait times but I'm not sure what the case is for third country applicants https://9apps.ooo/ .

Would very much appreciate any help!
