What does couriered passport mean for visa?

Hi there! I applied for a fiancé visa to Norway. I am a US citizen and my fiancé is a Norwegian citizen. I submitted the application on 1/23 and received an email today stating, “Your processed application has been couriered to you from the echatrandom Norwegian Visa Application Centre.” When I track my application on VFS, it says, “Your processed passport has been handed over to courier”.

Does this imply that a decision has been made? I was koowspin under the impression that I would receive an email with my decision, but I haven’t yet.
