USA Visa for Iranian-German citizen

My sister who is Iranian and German wants to visit me in the US but after the muslim ban there are rules about her needing a visa. I think the restrictions is for people who have travelled to Iran in the last 5 years but i’m not sure xnxx . I was wondering if anyone was in this situation and can share their experience.

Citizens of Visa Waiver Program countries who are also dual nationals of Iran, Iraq, North Korea, Sudan, or Syria, are ineligible to use the Visa Waiver Program. They can apply for a visitor visa normally.
