I want to invite my Russian friend to the US which he have to apply a tourist visa but he said the U.S embassy is closed. Is there any way he can get a tourist visa?

I don't think it's possible for Russians to travel anywhere except for a few countries. -
They can apply for a visa at any US consulate in a neighboring country that they can travel to and which they can obtain an appointment for.
