I am a US passport holder traveling from Kathmandu to Rome by plane with a layover in Kuwait which requires a self-transfer to collect my checked bag and re-check it to Rome. The flight from Rome also leaves from a different terminal. People online said an Indian national would need a visa, but another site says individuals doing self-transfers don't need visas unless their layover is longer than 24 hours (mine is 13) or if I plan to leave the airport https://9apps.ooo/ . I don't want to spend the $70 if I don't have to, but at the same time, I don't want to be stuck in Kuwait. If anyone can clarify this for me that would be great.
