Can you apply for 2 different visas for 2 different countries at the same time?

I recently applied for a Canadian student visa last month and it’s still being processed. I checked the average processing time and it’s 7 weeks. However, my client wants me to visit Melbourne for a couple of days. I need to apply for an Australian Visit Visa, which is simple and straightforward enough to do.

My questions are: https://vlc.onl/ am I allowed to apply for an AU visit visa while my Canadian student visa is on process? If one of them gets approved, am I allowed to fly out of the country? (For example, if my AU visit visa will be approved but my CA student visa is still on process, can I fly to Australia?)
